Unfortunately none of Japans electronics giants would or could make a purchase like this. Their market share is plunging, their balance sheets are crippled. Who are you proposing is going to buy these Ree producers? The japanese govt? China would be effectively inviting war if it crippled Japans GDP with no REEs'.
I'm sure they will by LYC product in the market but it would not be strategically feasible to shut china out and rely on a couple of mines to feed their entire industry.
