    No. Atlas isn't teh one doing the buying.

    Atlas will be the client of whoever (say QR) will take a 40% stake in TPI.

    For a fee, Atlas will have to pay to utilize the line.

    Yes, it will increase OPEX but the resources will no longer be stranded.
