It'll be from one of his advisers. The ministry and adviser will wear some of the heat if anything goes wrong - so focuses the mind a bit.
I think they'll work it out. Obviously if tailings do get washed away it really is a disaster for TOE more than anybody else.
I doubt they will be silly issues, but I'm guessing the capital expenditure involved will be minor, if any extra at all, or might involve some extra items on the tailings dam monitoring checklist.
Toro management need to weigh up cost versus benefit in every area of the project - so they can't really just go in with unlimited spending on every potential problem.
I selfishly think this bad news is good news for me, as it provides a decent entry point, and only a small delay hopefully. I'm also happy the issue is clarified.
