You forgot the words non binding. A Claytons agreement being an agreement thats not really an agreement. One would be silly to agree to deliver something that one may never have or be able to deliver. NTU has a lot of work to be completed to be able to guarantee delivery of any HREE.
IMO if they can double the Jorc resource and thus double the proposed mine life in 2013, NTU will be a goer and the end user will get their supply.
