Actually, you need an accurate cash flow projection to calculate both NPV and IRR. Recall, IRR is the discount rate required to give an NPV of zero.
However, the basis for my calculations was to use the EBITDA numbers given in the Scoping Study. Just using basic assumptions the after-tax cash flow is about $55m per year.
