The report says 'producing Uranium via commercialising A/T in 2013. And goes on to say receiving all permits for Hansen by 2015.

I wouldn't consider BLR a 'producer' in 2013, they may be able to start using A/T this year which will generate cash flows but it won't be at our mine it will be elsewhere, for example Azarga's mine.

However any cash flow coming in would result in a pretty significant re-rating i would of thought.
