There are historical examples of countries who did not trade with each other due to geopolitical reasons. Anyone remember the "cold war"?
Japan does not want China to continue to have a powerful monopoly on REEs and be subject to possible restictions of exports.
I don't have a link in front of me, but I thought I read or heard NC state that he does have contracts with Japanese and other companies with floor prices.
