The whole point of the (relavant) provisions of the Mining Act in PNG are to encourage partnerships between the tenement holder and the land owners.
Not with carpet bagging strangers who (more often than not it seems) make fallacious promises to one or two land owners so as to wreak havoc within the community at large.

Only an imbicile would deny the consecquence of such conduct.
What your suggesting is an utter distortion of the reality of the position under PNG and on the ground.
But to put it another way "Jack", and as you would well appreciate, "Jack" (from personal experience LOL), the "carpet baggers" you refer to where chased off out of PNG under threat from the land owners that they would be chopped up into little bits and their body parts chucked into the bush if they attempted to interfere with the legitimate expectations of the community as a whole.
Should I tell HotCopper readers the whole story behind your position or would you prefer the shame of it all to remain undiclosed?
