Rampage I think it is the Govt of Australia adding credibility and support to the Govt of Queensland pacifying potential bond buyers that the Govt of Aust will back and support the Qld. issued bonds that are being issued under the prospectus
BUT MORE IMPORTANTLY.
The person who issued the web page that you posted ..asking STUPID conspiracy questions such as "SO WHO OWNS THE COMMONWEALTH OF AUSTRALIA" was way off track.
The originator likely knew it was mischeavous posting or would have had his/her own innocent answer with an extra 5 minutes research.
However the research probably would have spoilt the fun of the conspiracy.
