yeah some poor waste their money, that's why they are poor
other poor do their best, are frugal, and are in a bad situation because of bad luck or adversity
would you prefer no safety net even if it hurts the " worthy " poor or just let them all fend for themselves?
my point is, tighten up welfare but not at the expense of genuinely poor...if you're looking for waste look no further than middle class welfare. Some of them smoke and drink too.
