The up-setting part is the announcements that a deal is just about to be signed off and then we hear no more. It has not been once we have heard that,it has been several times.
Business people with the standing of our Board do not usually say anything until they are sure of the final result.
It is like in cricket,Australia need four wickets and the other team need four runs with four overs to go. No chance Australia are going to win. It some times happens that they do win and get the four wickets. It's not over until the fat lady sings.
Why start singing if the deal/contract is not in the pocket? They keep doing it.

I would prefer they did not say they are close to a deal.
I would prefer they tell us a deal has been done.
