Any decision about Jabiluka is years away. (like 5 - 10)
The traditional owners are dead against it, and it will only be when they start to see some results from the new agreements, and that ERA is living up to its promises.
I'm sure ERA is making it clear how their standard of living depends on output, and that in a few years, without new ore to dig up, there won't be anymore benefits.
