The developers "sued" to change the zoning of what was ALSO Flood Land.
When successful any Buyer from the Developer by Local Gov't searches would have known it was flood prone land.
I imagine even the Real Estate Salesman used the Wivenhoe Dam as mitigating circumstances re 1974 Flood Data.
Do you follow GFC? Rezoning was denied not ONLY on Flood Plain grounds.By Appealing the Developers got rezoning of previous vacant flood prone land and this rezoning was aided and abetted by Independent Studies proposing the Wivenhoe Effect on 1974 Flood Levels.
