I hear the same comments all the time, which is to educate drivers about the dangers of speeding. How do you educate young bogan drivers? They don't speed because they are ignorant to the perils of dangerous driving, they do so because taking risks is fun and is what they're all about. A lot of older people forget what it was like when they were young, and simply believe that all people are in the same mindset and can be moulded with education.

I was a scary driver when young: too confident, and with a car that was too powerful. Now I'm one of the most safety conscious drives out there, which is directly due to age and not education.

Why do various drivers speed? Because they can, and beating the law is half the fun. Take away their cars' ability to speed, and you take away their ability to make the 'wrong choice'.
