Telstra has always stated that they will return capital to shareholders and that they prefer to do it via franked dividends rather than a share buyback.
I quote from investor updates last year
" Our preference for returning capital to shareholders is via growth in franked dividends. However, we do not expect to have the franking capacity to increase the dividends before 2014."
