As for the $500m package (which was announced in 2010): FYI, the package is aimed at building 2000 schools which will adopt a non religious curriculum based on the sciences, history and the humanities. The money will be paid to a further 1500 Islamic schools for them to adopt and upgrade to the above curriculum. It is clearly designed to counteract the rise of Islamism in the country, rather than to enhance it as Rebel1 suggests.
