'The Mines and Minerals Act'

A Prospecting License can be issued only if;
a) The potential Investor has reached an agreement with the Landowners to have access and carry out the activities on their land.
b) The license is ONLY GIVEN 3 months AFTER the letter of intent."

Could you post a link to the 'The Mines and Minerals Act' which states:
"The license is ONLY GIVEN 3 months AFTER the letter of intent". I have searched and cannot find this in the Act, nor its Amendments.
