    that is correct BBB, the powered barge is already with the brokers, I believe it cost 5.5M. Tug 2M.
    The barge could sell quickly but not confident about tug.
    They could either enlist a tug company to run the service with leased barges or they could lease the tugs/barges and hire their own people. There is an operation in the Kimberlies (Derby) running a similar operation. 1M tonnes/year, dumb barges and tugs, very simple,common system. The containers are used to reduce dust at the port site. If dust wasn't an issue they could load bulk ore straight into the barges and the ships have their own grabs to self load. Once cash flowing, they intend to move to this type of operation, the ore needs to be loaded into the barges inside a negative pressure shed. Once again common system used in the NW. The barges float under a curtain into the shed. The current and prevailing winds at the mooring site are almost aligned so no complicated mooring system needed.This system is faster and will allow them to increase production, as the port is the bottleneck. The final system will be the offshore storage and loading facility but not needed until stage 3. I am a marine engineer and I can say this is technology already in use elsewhere in the world. If funding and approvals are forthcoming I see no technical issues here.
