No there are coal mines (large operations) currently operating year round in Mongolia (as shown last year on a 60 minutes show).
That is why i find it incomprehensible that the management were that ill informed re the wash tests.

ps also concering to me is why did it take months for the company to announce that the core/s were unsuitable due to the freezing conditions. Very suspect IMO???
