I'm guessing that the claims against Howard and Gillard have more to do with political leaning than it has to do with anything else.
It is subjective and depends who you ask as to the answer you get regarding who is the worse PM.
How would you measure the worse PM?
By opinion? By policies? By popularity? By KPI's? By social achievements? By economic achievements? By legislation? By reforms? By vote? By performance? By other?
No matter what your political slant, most will pick someone from the opposite political leaning as the worse PM.
