I can only speak for myself ( but it appears I am not alone) the issue with the SPP is the timing and why the necessity for it right now.

Picking up on the general theme of recent posts you will see that most posters would be generally content if there was some SP appreciation first which of course means some milestones achieved.

To me, the SPP now could mean further delays are expected. Perhaps milestone payments from govt funds are expected to be slower as milestones are not achieved as quickly etc. Remember, the project was to be commissioned Dec 2013, now it is Q1, 2014. What if there are further issues this year causing delays taking commissioning to later 2014?
