Maybe I missed something in the thread somewhere but I did not see anything about this going through any process other than an Insurance company making a damages claim for a 4 year old accident which the person who the claim is being made against has not admitted (or been ruled by a court) to be liable.
From what I have seen looks more like an insurance company attempting to bully someone into accepting liability and paying up by using a debt collector.
