Have you ever been involved in contract negotiations?
Have you ever seen contract terms reading 'parties will use best endeavours' etc.

I think it quite likely that PLV was contractually obliged to use best endeavours to conclude the contract.
As it turned out WEG was unable to conclude, so PLV was legitimately able to withdraw.

Now, whether that was the case or not I cannot understand how people/posters criticize situations they do not know while sitting in luxury and comfort of their armchairs.
