I do think they give some credit to world opinion but they are also very much aware of the diversity of views and seeming impossibility to get consensus even when it as plain as a nose on your face.
Having said that re Hanoi...I rekon 3 reasons
1. They were bombing the sh#t out of the Ho Chi Minh Trail and other targets of opportunity in both the North and south and not populated centers...
2. War had not been declared and
3. The way they waged the war sucked. The RoE were so restricted that there was no way they would tackle Hanoi
