Goofy, mud is never clear unless you are refering to mud itself. Secondly, according to AELB Dr Noorhasnah Khairullah, Lynas has 10 months to build the PDF, not scouting for a suiting location. This includes deriving the PDF design and finding suitable materials use for building it.
