I believe the registration aspect is to be able to identify the rider / bike that has just done a few hundred dollars damage to your car, I have lost a drivers side mirror on 2 occasions with riders traveling between cars. $300 on both occasions to repair resultant damage. Not to mention those that knock pedestrians over. Ride the roads if you want but Obey the rules, red lights mean stop, and pedestrian crossings mean give way / stop for pedestrians.
