As well as having to negotiate with whoever identifies as a landholder/s in the area QPN will need to deal with at least a few RT,a few RW then the Kelurahan.The next step up will be the local Kecamatan and then the Kapupatan and then the local Regent.Somewhere along the line there will probably be a few local mosques also seeking a "donation" or two ++ They will need agreement from all those levels to do anything on their ground
