Not at all. I can't find that definition anywhere. Minors are (in most states) under 18, but adolescence is a stage of maturity. Look at parliamentary question time - some adults never achieve maturity.
Shooting bunnies brings a sense of responsibility in the safe use of a gun, a sense of achievement in putting food on the table and knowing that you have increased beef or milk yields for the farm (20 bunnies = 1 cow in grass consumption).
I think you are mixing up brain development with maturity. Indeed, parts of the brain are not fully developed until 21 in females and 25 in males (hence cheaper premiums for younger females), but that is not necessarily the same as maturity.
