    From the Coalitions policy

    "Businesses with an emissions level above ‘business as usual’ levels will incur financial penalty.
    Value of penalties - sliding scale at levels commensurate with the size of the business and the extent to which they exceed their ‘business as usual’ levels. Penalties will not apply to new entrants or business expansion at ‘best practice.’
    Value of the penalties will be set in consultation with industry."


    WOW!! very good policy indeed and it must by default demand that the flush of zealot fundamentalism within the ruling public service authority's will be eliminated in regulation, the add hock and fantastically baseless deeming power under today's zealot fundamentalist environmental legislation will get eliminated! again WOW!

    Those of the zealot fundamentalists lilt are going to hate this policy because it will allow business to do business responsibly for all and without the modern ever present fear of becoming an unjustified regulatory victim.... only those actually deserving of any regulatory punishment will get punished and also I might add in proportion to the ACTUAL real damage done......no dictatorial zealotry need apply ever again in this arena!! it will be truly astounding if this new era of practical treatment/punishment in regulation can be replicated across all of society's arenas. The dinosaurs of the our modern any abstract justification to punish era.... beware IMO
