Please - what can 1000 people possibly do in these departments to fill their day? It's outrageous and if they closed the entire lot down tomorrow nothing would change.
Think about the reality - 1000 people each with a computer terminal talking primarily to themselves and sometimes interacting with outsiders either to discuss funding or to drive them crazy with demands and instructions on how to behave.
