    As your correctly state Union Pacific is not a public company, one typically only gains access to this private information as part of due diligence.

    I would assume that the parties (including the Indo government) involved in this transaction would have performed some type of financial due diligence. Also, if my memory is correct, it has been stated that Union Pacific has had to lodge money (not just promise) for certain security bonds with the Indo government.
