To my mind, especially in the first 2 arrow points, it amounted to a huge and very public rap over the knuckles for the 3 field geologists responsible for the work...
Essentially, it seems, they were given a specific main task and were given 3 weeks to accomplish it. However, they decided to go off on a tangent, largely ignoring the originally set task. Hence, Peter sounds like he is very unimpressed with their work, esp. since the results came back with only weak gold anomalism (which was likely due to the low gold-in-soil values already known to be in the trenched areas)...
