A company that has a lot of experience and knowledge of "wet weather season" and use consultants /enginners also knowlegable of "wet weather season problems" choose to start the seawall during the wet weather season and when they cannot they blame the .....wet weather season.
If your reason for the delay is correct then it smacks of incompetence.
