When the price floats, it will drop revenue massively, but compensation is already locked in at higher price. More pressure on a budget already out of control.

That's my take on it.
As for Rudd coming back, Abbott brought him to his knees last time, and will do it again. If Labor switch leaders again, and run to the polls early again, I just cannot see the punters swallowing it.
He will have to wait until after 1 July though if he wants to include a half senate election.
