Mitta3, whilst the figure of 190 million shorts by one participant is not mathematically possible due to other participants engaging in shorting (such as CFD providers matching client cfd shorts with real share short positions, and other significant players), there remains the possibility that a single powerful entity holds a current dominant short position.
That entity could be engaged in keeping the price down, along with market support by other bearish players.
A large short position would not make them a substantial shareholder they are borrowed the shares, and not on share register.
