If you check what the actual set up includes, then you will see it is not as simple as a $20 set top box from Harvey Norman.
The allowance is an up to amount, which allows for the set top box, aerial supplied and installation if required, in home fitting and tutorial, includes satellite reception areas, guarantees, etc...
The idea is to ensure some of the most vulnerable people are not left stranded when analog TV is turned off.
If Harvey Normal truly believed they could have done the job cheaper, then they should have made a bid for the contracts.
