Not sure where you get your data from, but from Metal Pages the following are the price drops for all the REE quoted Oct - current.

IMO - these are substantial price drops across the board.

The economics for LYC have changed substantially in the last 6 months. And LYC wants to trade on long term contacts, which generally means lower prices - IMO.
