No bad intent, or angle, just what I read. I checked a couple of other links and nothing to support VAT on exports.
Not sure how VAT works in China, but in UK an exporter would not have to pay VAT, and any input tax can be reclaimed from HM Treasury. For importers there would be VAT payable so to the entity importing the goods, it matters not from where they are sourced. From China, or from Malaysia the import entity would have the same tax base.
At least that's how VAT in the EU worked a few years ago, and so unless they have changed it I don't see the VAT as being an issue. The LYC presentation is somewhat misleading - IMO
