I advocate taking out your enemy before he does it to you if he is demonstrating a propensity to do so..... ie aQ with a dirty bomb.
So GWB has not ruled out the use of nuclear weapons on Iraq and even without nuclear weapons the current build up of coventional weapons in the gulf have the capacity to destroy Iraq to almost the same extent.
GWB is displaying a propensity to unlease this destruction on Iraq so therfore Iraq or any group that may sypathise with them such as for example AQ would be justified in a preemptive attack with a nuclear device on th US.
If they can not reach the US they could always attack Israel which would appear to be seen (rightly or wrongly) as a defacto state of the US and an oppressor of Arabs
