Well I'll take positive speculation over negative speculation - it does make a nice change.
IF NCR is able to keep the licence then some sort of fee may make sense - though the size of that fee is, of course, the kicker. I would also expect there to be some additional requirements over the scale and scope of the training mine, and the community foundation/trust contributions - both of which seem to have been at the heart of the positive case for the original EL.
I'm still not buying any more but haven't sold any either. Reading these transcripts in front of the fire with a hot chocolate isn't exciting but it's not the worst way to while away winter evenings...
