I think CFC (I mean China) knows there is competition (either now or later - post cap raising) and now face a dilemma of sort.
Whether to immediately resume (before the cap raising is official) the $1.7 bid as per the Corporations Act ?
Whether to lodge a new low ball bid that may be rejected (almost assuring that China will have DML slipping through her grasp forever) ?
Whether to forgo the Cap Raising and see Chinese Developemnt Bank money going down the drain ?
Whether to take up the Cap Raising but still ending up with undesirable buddies on the DML register ?
