chuck, I think you'll find that the public will NOT accept this way of funding the NDIS.
The NDIS is neither fair nor equitable on the funders. Of maybe 10% of the disabled who really need this scheme, another 90% will receive benefits that they should not. Only if the definition of "disabled" is radically changed should this idea go ahead. Otherwise it is just a feeble attempt at vote-grabbing from the 1m on disability benefits. Two of whom I know are working full time in voluntary positions.
But then, you have the Down's syndrome families who need all they can get.
