That is an outright LIE! They are exempted ROAD TAX on diesel because they do not use it on the roads. Nobody is expected to pay local taxes such as GST on export industries.
If the miners were required to pay road tax, so would farmers and THAT would kill ethanol outright. [You can work out what havoc it would heap on society generally]
