The Howard Govt thought the mining boom would never end, like everyone else.
And so spent like crazy and gave tax cuts accordingly. Just look at the rise in public service numbers last decade under Howard.
Labor's MRRT is just different way of returning the mining super-profits to tax-payers. Too little too late, though...
