Do you think the movement of bags from the land fill site is part processed slag being reprocessed ? This partially processed material would have still been classified as toxic hence being stored at the landfill site. Could also be preparations for mining the landfill in the not to distant future once the plant is at capacity "new filter" installed,they will be needing more feed stock.
The bags at the pond site you would think would be AL/80 ready for sale being classified anon toxic material,this would be able to be stored any where on industrial land.
