Analysts always would rather give conservative price targets. Even if they think the stock is going to $1.50+ it is much better giving a 40c target and reaching it then upgrading to 60c, reaching it, then 90c etc etc.....that way even if we do ultimately get to $1.50 then it has involved maybe 5 correct calls rather than just 1, and ultimately analysts get ranked (and paid) based on their % of winning calls vs losers relative to their competitors. Hence Bells haven't changed their price target since all the new potential revenue streams have come online - its just the way the business works.
