though I'm wondering why the change to the royalty payments .

5mil on comencement of construction seems a slight improvemnt to the original deal. so i wonder what ge wanted in return .

Don't get me wrong, i do think they will build it. But I think with the current swu price it's a bad tme for securing enriched uranium customer comitments. Japan needs to restart some reactors before the price recovers

I wouldn't be surprised if GLE wants to delay construction at wilmington untill the market improves and /or they secure a loan guarantee from the DOE. That said I cant't imagine why they would not go full steam ahead with a plant on USEC's turf if they can get the tails for nicks and favourable treatment from the US Government .

Personaly I can't see the US being anything but supportive of this hugely prestegous uranium enrichment tech .Now they have it and it is proven I can't see them letting it go or shelving it . I really think it's now just a matter of time . I only wish i was some authority on the subject instead of just a mug investor with high hopes.
