If, as the funding facility says VWAP is to be rounded down then the PROPER FUNCTION TO USE is ROUNDDOWN.

Noone is disagreeing with your grasp of the ROUND function - you have mastered that along with all the primary school kids you've referenced,

I'm not trying to convince you - just correct you like the teacher in the primary school maths class would do.

Why they use ROUNDDOWN is the problem and Lind either planned ahead or GGP didn't quite understand what they just agreed to.
