Relenza CAN be taken as a preventative. It is taken at half the normal dose. (Ask any doctor to check the available dose - treatment etc - it is clearly stated on their documents)
This makes common sense in times like travelling to an infected area - start before travel and continue until a couple of days after leaving the area.

In the event of H5N1 arriving in Australia - I would expect high risk workers to be taking it prophylactically - people like farmers - treating health professionals and airport workers for starters - but all depending on how and where it arrived from.
