Of course its riskier. The idea behind averaging up is that your averaging up into an upward trend ie buying any pullbacks with higher lows or whatever your strategy is.
Averaging down like many, many ppl have discovered on lyc involves trying to pick the turn which of course involves buying against the main trend. How is counter trend trading not risker? Even more so if theres no trading plan or risk management. (Gut feel/'belief'/hope doesnt count)
The ppl that implement averaging up wouldnt do so until the trend changes.
